Allah (سُبْحَانَهُ وَتَعَالَى) has control about your entire universe and only he can control the heavens along with the Earth. His function being an Exalter is reflected In this particular Surah: رَفِيعُ ٱلدَّرَجَـٰتِ ذُو ٱلْعَرْشِ يُلْقِى ٱلرُّوحَ مِنْ أَمْرِهِ
